Dvd's are a poor way to steal software and personal info. First of all, the guy doesn't know if you have a burner or the software to burn a dvd. Secondly it takes several intermediate screens to start a burn and then it takes a while to do it.
A flash/stick drive is a lot faster and easier. Just click copy and then paste. And while that's happening you could be doing other things like setting up the router. When you're done just power down, put the stick in your pocket and leave.
I don't think that your repairman was planning to do anything bad.
