I had my new tires filled with Rim Guard. After being quoted $4/gallon at a tractor dealer, I found an industrial tire shop (like trucks and skid loaders) for half the price. I brought the (self) mounted tires there (an hour away) and went back the next day to pick 'em up. No issues at all, so far...

I never even heard of the term wind chill until the 1970's. What I have seen it used as is to mostly over-state how cold it is. The way it often works is you pick the highest wind speed for the day within 50 miles of you, convert it to wind chill (or better yet just guess) and then state that as the actual temperature.

Weather persons have followed news person's lead. Drama, Drama, Drama.....
