Rear Finish Mower Belt and cover problem

I planned on adding pics, but don't see the option, if anyone can point me in the right direction, I'll update with pics.

HELP before I take my sledgehammer to it, lol! I have a suburban finish mower that's always worked great...until it didn't. Belt became loose. The bolts on the cover are rusted on one side and I finally had to cut them off. The bolts on the other half have a plastic cap with 2 nuts and I can't remove them to save my life. So here are my questions:

Is anyone familiar with this type of fastener?

When the cover was removed, there was a spring laying loose in the middle. What should it be attached to?

There is what appears to be an eyebolt that isn't connected to anything and the spring was laying next to it. What should it be connected to?

To post pictures you should have 3 symbols (on my phone as I type, the 3 symbols are directly above the touch screen keyboard. 1 looks like a camera—allows you to access ur phones camera to take pictures and insert into type text, the next like a paper clip—it allows you to access things to ‘attach’ to the text, pictures and files can be accessed through it, the last one looks like this [/]—it is to insert webpage information as a link.
Your spring (pictures would help) probably connects to a hole in the deck and if the eyelet you mention is attached to a lever type bracket will a pulley for the belt opposite the eyelet, that is likely where it attaches.
