MG (motor graders) are nice piece of equipment, just set in a seat, and have steering wheel, and being able to really only need to look in one direction. vs constantly back and forth. plus levers right there, to quick change angle of blade, in multi directions to deal with crowns, and curvature of the road.
there has been a few, DIY 3pt hitch / trailer type road graders built here on the forum. the ones that come to mind, are one used a large and long steel I beam. between 3pt hitch and rear wheels, and then a modified 3pt hitch rear blade placed in middle of the I beam. i think someone else used a telephone pole? i want to say someone else, ran some extra hyd lines, so they could turn the very back wheel or wheels. along with change the blade angle in multi directions as well.
having a rear blade, set in middle between tires, that are far apart from one another. can make it easier to "remove" hills. and low and high spits within the road. i do not mean pot holes or ruts. but rather leveling the entire length of the road out. so every 50 to 100 feet of road. there is not a small incline or decline angle within the road.

regardless of what you end up getting. building the road, with ditches and crown the road as needed along with having a good solid base rock. and making sure no water stands on the road. and any water in ditches drains, so the dirt / rock near or on road has a chance to soak the water in. can make maintaining the road long term. much much easier.

if a person has to deal with snow and that much road, it might be worth getting a old dump truck with a snow blade on the front. vs trying to use a tractor with various implements, to plow the snow off that much road. getting the weight were you need it, and plow out and in front of the tractor or vehicle can make things quicker and easier. point i am driving at, everything can be used, but some things have there sweet spot in what they do best, you can use other things, but it may take longer time to get things done.
if you have problems with certain areas, it might well be worth fixing the major root issue first, better ditches, or culverts first, to a better solid road base, to reduce long term maintenance costs and upkeep of the road.
