Best place to get Snow Chains? Tension?

i use the tensioners from tirechains.com on my double rings chains. i use a ratchet strap to install them correctly. on the "inside" of the tire, i also use a ratchet strap as the tensioner. those $2 HF ratchet straps are indespensible.
