For parts small enough to totally immerse in a vat of water, electrolytic rust removal works unbelievably well. It's very cheap and simple, and works. Of course, it requires disassembly, but is the best option for some items. All you need is a plastic drum, water, sodium carbonate, some scrap steel, and a battery charger. Soak it overnight and the rust is gone.

That makes me think of a method a friend told me about for paint removal on houses. I had a house that was of the vintage that most certainly had lead paint, so I had been using the chemical paint remover, with less than exciting results. So, my friend who had spent several summers painting houses in college suggested a heat gun. It was awesome for house paint, anyone ever used that on implement paint?

Seen some stuff on one of the Powerblock shows. You soak rusty things in it, and it dissolves the Rust, forgot the name. Would be good for smaller parts.

muriatic acid disolves rust and is cheap. Must stay out of the fumes and wash down with baking soda to neutralize. Metal treated this way is clean enough to start rusting soon so one must be ready with a primer coat for protection.

Back in the 80s-90s when i was a welder we used Naval Jelly and it worked like a charm. It was preferred over sandblasting.

OSPHO, it turns the rust into something that won't rust any further. Research the name OSPHO and you'll see what I mean. The company that I work for uses it on Large Industrial cranes. bjr

If you're looking for non-toxic and have maybe not so much money as you do time, look into molasses and water solutions.
