In your post you said you raised the pto speed some...might be the problem. It does not matter what you are cutting nor how tall or dense, you should verify the pto speed for that cutter and always run it at that pto speed to get the tip speed it is designed for.
Belt slipping often can be picked up on by listing or the way grass is pushed over. Just because it a tractor mower does not mean you can not over load it, regardless if lawn grass or such as johnson grass. Also look at the blades and be sure those are the correct blades and are installed correctly...all do not rotate the same direction.
