Well, its not federal, and every time I hear that ratchets are required, I usually look it up and can find nothing. If using lever binders, using tie down wire to secure the lever is always recommended, but I dont think that is law either.

For example, Colorado:

Colorado State Patrol Motor Carrier Safety department and this is the response that I received:

"Thank you for your question regarding load binders. I would like to speak with you regarding this question so please contact me at (deleted phone number).

In your question I felt that you were referring to "Boomers" which is a securement device that a person has to use a cheater bar to bind. The regulations stating that all tiedowns must be adjustable is 393.112.

This regulation states that all tiedowns must be adjustable while the vehicle is in transit. It is my opinion that a "Boomer" is adjustable simply because a driver may adjust it by switching chain loops. In order to tighten the load the CMV must be stopped no matter which binder is being used. Therefore a person can adjust while in transit from point A to point B.

I hope this was helpful. Please let me know if you have any questions."

And Virginia:

Captain Saunders, Safety Officer, asked me to thank you for and respond to your email.

I discussed your question with our Motor Carrier Supervisor, there is no such law as described in your email. You may contact First Sergeant Williamson if you have further questions.

Thank you for contacting the Safety Division.

Many people point to this: https://www.fws.gov/policy/243fw5.html But that only relates to US Fish and Wildlife employees. It is not a federal regulation that applies to everyone.

Some states require ratchet binders only FYI dont need the truck squad pinching you

I am not aware of any states that have that law. Lever binders are DOT approved. Many companies prohibit their use, but I am pretty sure they are legal in any state.
