When changing the fuel filter on my B7500, the manual says you should bleed the system after installation. I don't have the manual in front of me, but I think it says something like "fill the tank with fuel, start the engine, and run for 30 seconds and then shut it off". Is this all you need to do? No need to fill the filter housing with fuel during installation?

When I service my fuel filter, I just make sure that the tank is almost empty. When you remove it, some fuel will drip, but not much. After I reinstall it, I fill the tank and start it up. I've never had a problem. They do warn to not service the fuel filter with more than a half tank of fuel. It is a self bleeding system when you fill the tank. Very simple. Hope this helps.
