Bob,
Is the seat meatal too thin to drill & tap? Maybe use a 10-32...several of them would hold a bracket easily. Or how about tack welding some of those nuts?

Thanks for the leads, will store away for future reference.

Ended up I was able to pull a pin out of the bottom seat suport and rotate the seat pan up far enough to be able to get short 5/16 bolts inserted from the back side.

All in all it worked out pretty well, should have it finished up this morning.
