most of the heat is lost to the air when stuck to the side of the block. Considering the thermal mass of an industrial or farm engine. 200W will not warm it unless you think 32F is bitter cold.
A 200W heater under an oil pan or tank will do a half decent job in some circumstances.
Can't beat an immersion heater that warms the coolant inside the engine and gets the heat right to the combustion chambers.
