for what its worth both my E32 and 430 with the arm extended fully its impossible for me to rotate the house, you have something bypassing somewhere maybe a piece of rubber in the valve or relief

Your E32 and 430 both have SAPR (Spring Applied Pressure Release) disc brakes on the swing motor. The OP has an early production design 331, it does not have a swing motor disc brake.
