I hooked up the meter on the glow plug buss bar. When I turn the key backward to activate the glow plugs I get approx 11 volts. When I try to start the tractor I get 0 volts

I was in wrong. Re-reading several Kioti manuals, it appears that power to the glow plugs is cut off while the engine is actually being cranked by the starter. But the glow plugs should get power before AND (for about 15 sec) AFTER cranking. So your voltage readings indicate correct glow operation. Looks like it's time to check out the IP.

Maybe I should elaborate. The key has 5 positions: OFF, Accessory, ON, Glow, and Start. If you turn the key to ON, the glow light should come on for about 8 sec (cold engine) and the glow plugs should be powered and stay powered until about 15 sec after the light goes out. Then glow power should go off. Now if the engine is cranked. glow power should go off (if it was still on) but glow power should come back on (for about 15 sec) immediately after cranking stops. The glow position is between ON and START but it normally isn't used unless you want to manually control the glow process.
