The real scary thing is:
I spotted a similar 'fraud' on EBay, played the fraudster along a bit and called the Provincial Police (like state in USA) and was more or less told to mind my business.
I then called our feds (RCMP) as I felt that we cou;d use the contacts to set up a 'sting'.
I was told to call back 'Comercial Crime Unit monday AM after 9:00 (they don't work on WE's)
They laughed and told me that I watched too much TV and that they did not have the time or resources to investigate such frauds.
In effect it is the safest crime to consider.
The explanation was that the perp was probably offshore and even if caught could result in HUGE costs due to juristrictions, court delays and airfare costs for witnesses.
They don't care!, much easier to give traffic violations.
They did say, however that EBay is the single biggest and best prosocuter of internet crimes and that EBay gives major police forces excellent seminars on scamming and fraud prevention.
