No they wouldn't. They don't have to make it sound too good to be true. They just have to misrepesent it. This is no different than a used car salesman selling a car with a bad title by switching out the VIN number, or by rolling back the odometer on a hile mileage car. Scammers have been around taking advantage of people by lying probably since people starting selling or trading stuff to each other. Blaming it on the victim is erroneous as even the most careful buyer can be taken advantage of by a clever thief, whether buying online or in person. Buying online just increases ones risk so one must be willing to take extra precautions and carry out extra due diligence before parting with one's hard earned money.
As long as people need to buy things, thieves will thrive. Blaming their existence on the buyers is faulty thinking, akin to blaming rape on the victim.

I can only agree with this to a point. I work as a deputy sheriff in Nashville for a couple of years. One saying the inmates had was "you can't beat an honest man". I saw the scams they like to pull and most were based on greed as the primary motive and trigger. It is true that honest people can be taken and cheated but I would have to agree that someone going after a 25k setup for 3K is responding to that primary greed trigger that the con is using. I am sorry if this upsets some but it is the truth. I saw it time after time. If you walk away you could not be cheated.

Being cheated can go both ways.
You could pay too much for not enough service or product also. As seen in those who are "gouged" because of their willingness to pay (anything) for what the want. Or is that considered cheating yourself? I've seen that happen many times in business where a customer is lulled into believing his "extra" money will buy him more because of a good sales pitch... when in reality he doesn't get it. An example is to get 3 different fixed prices quoted from the exact same blueprint....no devition from the print callout??

So you can walk away from a good deal or a bad one. I would say those who never buy could not be cheated....moneywise that is. People get scammed and cheated all the time emotionally, in marriage or partnership. Are all those people to blame too?

Sure, buyer beware, when it comes to a 25k setup being offered for 3k that has to be sold in a hurry through escrow because the guy is moving overseas (actually buyer runaway), but a clever thief as I mentioned will not resort to such silliness. They will offer a 25k setup for 23k. A reasonable offer at a slight discount.

I would add ignorance as a factor as well. A person may not know the going market value of a sale and such information may be hard to come by. Antiques would be a perfect example of where ignorance would play in, including antique tractors. They may not know the money they are offering is way below market value only that it is something that fits well into their budget.

What I was trying to convey is how cons work. I agree that this con is so blatant you would have to be completely ignorant of tractor pricing to fall for it or extremely stupid. I actually saw several deuties fired during my time there because they fell for cons inside the jail by inmates . Unbelieveable!!!!. They had one inmate calling people from the jail conning people into giving them credit card numbers and then were ordering merchandise and having it shipped to these gullible deputies. Of course they all got caught. There was also a case against several deputies after that for having sex with female inmates in the kitchen.
Anyways, I talked with a lot of these crooks about why they were arrested and what they did. Most agreed that they were beating people out of money. But since they were offering the person a chance to make a lot of money for just a little, they felt justified in beating the greedy people out of their money. I do not agree with the crooks. All I know is if someone offers you a chance to make a lot of money for a small investment LOOKOUT!!! . You are fixing to go for a ride you don't want to be on. I look back at those inmates that conned the other officers. I remember them telling me what they could do, how they could do it, how simple and safe it was, etc. I was so dense I never realized they were in a sense propositioning me to enter their scam. I would just do my job and never paid any attention to their talk. I realized later that they were trying to play me. Again, it is hard to beat an honest man, it never crossed my mind to do something with these guys and I was completely shocked when I found out some others had. BTW, I did not say cheat an honest man. I have sucker written all over me when it comes to many things because I trust folks to be honest with me. In that since I get beat a lot. But I will not let greed lead me into a sitution that lets me beat myself. I want to be able to sleep at night. I saw sign the other day it said "Have faith in God, but lock your car"
