Boot retaining ring - broken?

Found this yesterday. Anyone know a easy way to fix this? Does it require buying a new boot? I am certain it is not good and probably is a harbinger of a coming failure.

. Think I paid $12 for the boot on my bx25. Pain to put the new metal ring on but not that bad. You can put that ring back on with out buying a new one as long as the boot isn't ripped.
