Yep, there are implements that require the PTO to be running while you have dismounted the tractor ! No argument from me on that, generator, sheller, cordwood saw etc but for the most part these attachments have guards and the PTO shaft is guarded also. My comment was kind of pointed towards implements such as balers etc that have no guards and obviously cant have guards if expected to operate. As Farm pointed out there are times when these implements need to be running to diagnose a problem, in that case an additional person should be present to shutdown the tractor immediately.
