One of the reasons for downshifting is to keep the engine in the powerband and to keep, as much as possible, the drive train engaged. It's not engaged at the shift point, of course. If you are coasting to a stop it's a little hard to A) accelerate if you need to all of a sudden and B) get it in the right gear to try to stop if your brakes suddenly go south. When I was learning to drive big rigs I tried to coast and brake to a stop from about 25 MPH, once.
