If the cylinders will curl when you swap the lines and dump becomes the issue you have eliminated the cylinder as a problem. The problem is with which ever port, A or B, on that spool that feeds the rod end of your cylinder.

If the spool is traveling the full stroke, maybe take the fitting out for that port and see if there is a blockage. Might could even try to get fluid to flow out of that port while the fitting is out. Just be careful doing it not to get sprayed.

When you are trying to curl and it is not moving does it sound like the pump is being loaded oil going over relief similar to sound when cylinders get to end of travel?

Does the valve get warm quick when doing this? If yes that points towards flow bypassing within the valve.

Does the dump function seem to have full power? If not an off the wall thought is if your valve is a series parallel style where return oil from lift circuit supplies the curl a leak in the power beyond plug could cause the symptoms you are seeing but only if the dump does not have full power.

K5 is correct in stating if curl works when attached to lift circuit the cylinders and lines are not the problem.

Ok folks - got the cylinders tested at the local dealership...

On the end of one of the rod's the piston is broken off. The other cylinder was badly twisted inside the tube. Neither are repairable. Tech said that under the right conditions the twisted one could have moved some curb and dump. Dump looked good due to the amount of weight on the bucket.

Two new cylinders have been ordered - don't know the cost yet but I can't run the FEL w/o them so..........

I thank you all for taking your time to help me figure this one out. It was a strange one for sure.

Glad you figured it out. I would have never guessed that to be the problem. This is a situation where a pressure gauge would have helped pointing to a cylinder.
