If the cylinders will curl when you swap the lines and dump becomes the issue you have eliminated the cylinder as a problem. The problem is with which ever port, A or B, on that spool that feeds the rod end of your cylinder.
If the spool is traveling the full stroke, maybe take the fitting out for that port and see if there is a blockage. Might could even try to get fluid to flow out of that port while the fitting is out. Just be careful doing it not to get sprayed.
