I have a toothbar, and I wouldn't use the forks for that kind of work. They would allow too much of the small material to drop or drag. The toothbar extends out enough under the brush to keep it from going beneath the bucket and I push it to the pile location. Once you get it against the pile you can raise it using the bucket, and raise the pile higher.
If you're intent on using some sort of forks you might do better with some sort of manure fork with multiple tines.
