What you are describing is perfect for a rotary cutter. I am not sure what the growing conditions are in NE TX, however mowing the right of way a couple times a year would most likely be adequate. With my experience a flail with side slicer knives does not cut the woody stuff the best, it has a tendency to defoliate it but not cut it. A rotary cutter is made just for what you are looking for. The first time will suck as there are things you wont be able to cut and will have to root them out, or cut flush with ground. You will also find rocks, and other surprises. A rotary cutter can chuck a rock, however most will have guards on them to prevent it from flying high. The professionals use rotary cutters when doing right of way clearing for a reason, they are the best tool. The results will look good, but not a lawn. Decide what size tractor you want, and then size the rotary cutter to it. Also get a slip clutch its worth it!
