Ballast barrel is a great place to get rid of any old brake drums or rotors lying around too. If you haul scrap fairly often may be worth more to you selling it but it's a cheap way to add weight!

Oh I plan on adding quite a few bits and pieces from my scrap pile including seveal old brake drums. I think I've got enough scrap around to get the finished drum up to about 1300 lbs.

I have some #4 bar to connect the two. I'm thinking the top link tabs need to come out of the side of the barrel eighteen inches above the cross bar instead of sticking up out of the top of the concrete.
Yes to your other suggestions.

Change that to 15 inches and you can use the JD i-match 3 point quick hitch.
