Building a Shooting Range

My brother in law is planning to make a shooting range in his back yard in town. He has a Kubota B2410 and has been digging forever and now plans to bury a 4' culvert - I don't know how long it will be. He will shoot from one end to the other.

Sounds like trouble to me - danger of ricochet not to mention flood.

Why would someone shoot down a pipe?

Jim,
Think the words "in town" are probably the reason for the shooting in a pipe.
May be a good idea if the pipe has plenty of dirt, sand or concrete above it, around it and at the end of it. Kind of like the start of an inside range.

One method of lead reclamation is a snail bullet trap. While you are browising the NRAs board, try and find a picture of one. They use them at their Headquarters.
