Um, not an expert, but by two cents. The rubber on the seal has gone hard due to no lubrication, or age. The shaft has a groove in it due to overuse. The wrong viscosity of lubricant has been used in service. Generally, at my work place, we up the viscosity of the lubricant if we need a quick fix . You really need to look at service life of the implement you are considering a repair on, or your pocket book. I think that if you need it to work for NOW then up the Viscous rating to keep leakage to a minimal. If you really want to know what's going on then you better role up your sleeves and tell your wife that you will be busy for awhile.
