I always checked glow plugs individually with a test light made from an old head light. A broken element can sometimes make contact giving a false reading on a meter. The headlight draws enough current to break that false contact reading.
I think I have a couple of old 12v headlights off a Farmall, I may give that a try as well if they test ok on the meter.

had another crappy start today, was -8F last night, but the machine is in a barn, had no trouble last year at all, instant fire almost on the second revolution. No idea what's going on. lots of white smoke though.

If the winterized diesel has been blended with kerosene,it will start easier due to the higher cetane number(ignites easier)
There is however lower BTU content in kerosene,so more fuel be used.
The kerosene also has lower lubricity so an additive is normally used to protect the fuel system.
