The SAE standard way of measuring ground clearance, as far as I remember is at normal inflation pressure, the lowest portion of the frame or front or rear differential measured to ground.
This is how vehicles like the hummer and ford explorer get high numbers relative to usable ground clearance. Due to the independant suspension, the differential is up high. Never mind the lower control arms/lower ball joints down low!
