I would have the starter checked (arcing internally?) and the battery charged, fully load tested, and replace the fusible link and or check it for continuity.
I would look at the hot cable to the starter and starter switch, and if the connector is loose on the switch and check it for continuity as well, as its drawing enough that it creates a huge amperage draw which in turn is enough to burn the fuse.
Two an a half years ago I had a Woods BH6000 backhoe installed on my BX2200. When I got it back it started blowing that fuse over and over. The dealer claimed to find and repair a short, but it was doing the same thing almost right away. Eventually it wouldn't start most of the time, then wouldn't stop when you turned it off; the fuse was still blowing over and over. The dealer said the starter switch and stop solenoid had both both burned out, and replaced them. The very first time I cranked it after that, the fuse blew again. I called them and told them; they admitted they hadn't tried to determine the exact cause of those 2 things burning out, even though they suspected a short that was related to the fuse situation, and said to bring it in and they'd find and fix the cause for free. The mechanic spent nine shop hours trying to diagnose the problem (it started doing all kinds of bizarre stuff during their tests, so at least they knew I wasn't making all this up). They finally decided that it would be cheaper just to rewire the entire tractor so they ordered a new harness and rewired everything. It all works just like new again. They figured that when they put the subframe on for the backhoe, some wire was stretched and got a short in a spot that couldn't be accurately diagnosed. If you care to read the entire epic, it's all in the archives. This saga was spread over a two year period. I'll likely have a bad dream about it tonight just from thinking about it right now.

Hmmm. Based on what you outline Tom it doesn't sound like a short, as I can currently bypass the fuse to start it, replace the fuse and then it's fine until I stop it and try to restart. Only time it ever blows is when I try to start it, and that's only occasionally. Starter will turn over once or twice and then pop the fuse.
Wire going to the glow plugs was broken at the connector, but not obviously. It was shorting out. Replaced connector, shorting stopped and the tractor is easier to crank.
