Crazy to get into 2 fuel pumps in my opinion. Whole new story now that you say "it doesn't seem to have problems with a full tank of fuel." What were your symptoms in the first place when you said it acted like starving for fuel ? Based on what I think we know, the extra fuel pressure of a full tank makes the problem go away ? Yet you put on a new fuel pump and have confirmed good fuel flow at the input to the injection pump ? Something just does not add up here. Seems to me like one of your tests or checks is in error. Maybe it is time to create your own fuel supply line from a hand-held (or held up by a wire or whatever) fuel container. Just like an IV bag of fluids in the hospital. Feed that new line into the injection pump inlet. That will tell you whether you have a problem in closer to the engine or back further upstream in the fuel path somewhere. Process of elimination from there.
