I am in southern california where it never freezes, do I need to add anything besides water to add ballast to tires and is it acceptable to do just the rear tires? Thanks BX2670

Water is OK, but adding a gallon of antifreeze in each tire for the anti corrosive properties should go a long way to preventing rust on the inside of the rim.

Growing up in AZ desert, we only ever loaded tractor tires with plain water.

You can add water or any fluid. The difference is the lbs per gallon!
