Cable drilling Winch?

I saw a guy once putting down a well with a pounder rig. He used a tri-pod, a driven car rim and about a 1" rope. One turn around the rim with the rope, pull on the rope it lifts, release the rope it falls. Rim and rope were sort of oily so it slipped easily. You could mount a car rim on a PTO.
