The purpose of that spring assembly at the end of the tram cable, is to adjust the center of the cable. Other wise, if the PT creeps forward or back, this spring assembly is adjusted so that there is no creep in what we know as neutral. or center. One should be careful of playing with this. If it is off center, it will start to move as soon as you crank the PT.
I haven't taken things apart yet, but the centering devise might be reusable. That reminds me that I measured from tip to tip including the spring assembly, therefore, a cable length of 82 in would be about right for me.
You are right about the price, I think that it is a little steep, but it is a safety thing. If it sticks in the wrong position, you would have to shut off the engine to stop. I don't know if the brakes would hold if cable is stuck full forward.
