Can I use this to drag logs?

Sure, a set of log tongs will hang nicely from the center hook.

Heres a picture I stole from member "beenthere" in an older thread"

Looking at different tongs. What is the difference between skidding tongs and lifting tongs?

When you use a skidding tong you cannot lift the end of the log with the 3 point hitch before moving?

One company's descriptions:
Lifting Tongs

Timber Lifting Tongs
Only certified and proof tested alloy products should be used for overhead lifting. Dixie Industries upset forges a solid round alloy steel for optimum tensile strength and durability unlike many imported tongs that are hollow tubes. All Dixie Lifting Tongs are proof loaded to twice the working load limit (WLL) then affixed with a permanent metal identification tag. Written certification is also supplied at time of shipment. Lifting Tongs are supported by either a screw pin shackle or a safety shackle (nut and bolt) with a ring. Tong shape has been designed to provide a sure grip on poles and logs. Painted bright orange for job site identification.

Skidding Tongs
DIXIE Skidding Tongs are upset forged from round steel to position additional steel at critical stress areas. Points are fine ground to assure long lasting sharpness. Tong sizes 3/4 and 1 inch are supported by special Tong Shut. Tong sizes 1-1/4 and 1-1/2 use Screw Pin Anchor Shackles.
Two configurations are available, Tong with Forged Ring or Tong with Swivel Grab Hooks.
Tongs are specially shaped to grab and hold poles and logs for skidding and dragging operations.

Not for overhead lifting

Taking into account what Bruce posted, we have used our skidding tongs to both lift the leading edges of logs for skidding and to lift them into the bed of our truck.

However, as the folks on the forestry forum are quick to point out, the safer/est way to liftclogs is straps (or chains) used in choker fashion.

But they are talking about using big logs overhead, not just lifting the front to skid...

i do it the same way as that pic but i rap a chain under the log so im pulling with the hitch and only lifting the log with the 3ph i dont like to pull with the 3ph also it will keep the front end down more.

Can the Harbor Freight quick hitch be used to drag logs?

Might actually be one good use for it. My cousin bought one and has never been able to use it on his tractor. It won't hook up to his implements. ;)
