It's basically a ripper cylinder. The connecting rod is connected to the pin which broke. Plus, the crossbar holding the lower cylinder is now bent.

Can this be repaired?

Most anything can be repaired, if you're willing to invest the effort or $$$..

The real question is if it's more cost effective to repair, or replace..

Repair like that are done a dozen times a day. It is the ones with cast iron that are a little more diffcult.

That's an easy repair for a good metalworker. Don't bring it to an amateur, he will ruin everything. As far as the cylinder goes, if the rod is too far gone, you could cut the end off the rod and have a new end welded on. If you look at the rod where the eye is, there really isn't much steel there. A welded on eye will have a stronger weld than eye so don't worry about a weld not holding. Just make sure the rod is extended all the way and guarded from welding slag. There are many competent shops out there that can do this easily. Good luck finding the right one.
