We had one open up in a road down the hill. The township dug it out. It was huge. They filled the bottom with concrete then filled it in with stone and repaved the road.

Sink Holes happen around here (Northern end of the Shenandoah Valley) all the time because of the limestone geology. Often happens under highways.

The highway departments fill them with large rip-rap rocks and concrete. I can't find the reference but I recall one article I read said they used over 100 yards of concrete.

Doug - I have land West of you in Hope with similar sink holes. No luck filling them in either. Its essentially a half buried hour glass with one part as an underground cone. Conversely, if you were successful in filling it, what processes has it caused to change underground? Does it divert underground streams directly to your new basement?
On our land I can actually align the sink holes across multiple neighbors land and almost plot the line where the next sinkhole could be. This covers nearly a mile of surface distance with 5-6 holes that you can eyeball (or w/aerial photos)..kind of like playing connect the dots. Perhaps you can do this to determine a direction of the underground flows???? I'd also recommend getting sonic maps before building.

i have depressions that keep coming back but in my area i belive it is because of development and water being pumped out of the ground

We have repaired some sinkholes in drainage retention areas.. the answer as to repair depends on the hole. Some can be dug out and filled.. some are dug out deep.. bridged and pile dwith boulders and backfilled.. etc.
In extreme circumstances, you have to use foundation stabilization systems.. like peirs, to make sure a structure doesn't succumb to the hole if it widens.
I am guessing your homeowners insurance will have an issue with a hole that close in proximity to a structure.
hire an engineer / firm in your area..
