Looks like a good way to get run over...

Most highway road crews around here have a old truck with a big crash attenuator on the back and 2-4 big concrete blocks chained down to the bed that blocks the lane that they are working in. That looks like it would hurt if someone hit at 70+ MPH.
We discussed it at work today and were thinking crack filling as it has a tar line going down the left A pillar, but reflective marker replacement makes sense, that would also use tar.
