Can you use "smart phone" without the internet part?

My wife has a smartphone on ATT with no data plan. She can use apps with wifi. She also can text with it.

Yesterday, I did that.....retired my old flip-phone, and bought a new Nokia 635 Windows 8.1 smart phone to go with
my ATT prepaid phone service. The service is $25 for 3mo, and you get a certain amt of minutes, which is plenty
for what I use. No data plan, but it CAN use the internet via WIFI.

I want it for the camera, calculator, flashlight, voice recorder, and downloaded maps. I might make a call
now and then....

Oh, yeah, the phone was only $45, new, locked to ATT, but no plan required.
