I picked up an older Howse 400 4 foot rotary cutter for my BX23. Fits on ok, but I had to raise the lift arms a lot to hitch onto the pins and the top link is as short as it can go. This only allows me to bring it up about level with the rear wheel, which is fine for cutting but I'd like to be able to pick it up, beaver tail style, to travel with as well as being back up on big brush. Can this be done with a brush hog and if it can, should lowering the hitch pins do it?

on my tractor i had to lower the hitch pins on the mower AND adjust the 3pt arms one hole up to finally get decent amount of clearance at the wheel.

Yep, some of the smaller size implements will have two sets of holes for the pins that your side links attach to. If yours does, they probably should be in the lower set of holes. I had a 4ft landpride bush hog that had two sets of holes on it but I never did need to use them for the JD 750 it was behind.

Yes, lower the pins, but also consider purchasing a shorter top link.

Dropped the pins about 4" on a King Kutter 4' mower for it to work with a BX22. Didn't need to change the top link.

Replacing the top arm with a short length of chain also works well with a cutter. Allows the deck to float on the rear wheel much easier without binding when going through a dip.

And as said, lower the lift pins on the cutter to match the 3 ph arms.
I didn't understand what "level with the rear wheel" meant.

Get a short BX hydraulic toplink and you will lift the back wheel off the ground.

That certainly is the best option. No one should be without one. :D
Life is too short.
