Case charge pump question

Specifically, this applies to my Case 550G dozer, but question is pretty general - will the torque converter connect (apply power to drive shaft) if the charge pump is not working? I have zero pressure at charge pump test port, but the drive shaft turns with what appears to be normal torque.
