Chris, I've seen the condition that you are talking about. There is no direct linkage between the steering wheel and the tie rods on the 3000. The steering is done by a valve, which is actuated by turning the steering wheel, which directs hydraulic pressure to one side or the other of the hydraulic cylinder which causes the wheels to turn. The steering appears to work until the hydraulic pressure has bled off after a period of time. I don't know how long this takes but on my 3235 the steering will still work after sitting for a week or more so in the event that the tractor won't run you could still steer it unless it sat for a long time. The only one I saw where the steering wheel free-wheeled was one sitting in the dealer's showroom and I have no idea how long it may have sat without running. In an emergency where the steering was lost you could push the mower and keep nudging the front wheels in the direction you wanted to go.
