Changing fuel filter on NH 3930

/ Changing fuel filter on NH 3930 #11
Just turn off tank line. Remove filter. Fill new filter. Install. Turn tank valve on. Start tractor. We have a 4630 set up that way. Injection pump and lines will still have fuel. So it will start up.
But, start the tractor with the throttle at least half throttle as if there is some air, it will stumble, but won’t die.
Also, typical of all the straddle mount Ford 3 cylinder tractors, if you have less than 1/4 tank of fuel and have to bleed, it will be harder.

Also, there appears to be some sort of drain nipple at the bottom of the filter. Do I use that to bleed a new one?
A picture would help but the drain nipple at the bottom sounds like a water separator and would not be used to bleed the new filter.
