Changing the stroke.

I need to have less retraction on my grapple cylinder.
For example if my pin centers are 16" when retracted, I would need the pin cylinder to be limited to 17".
How can I do this?

There are "bushings" or "sleeves" you can buy to put on the rod to limit the stroke. Look HERE at the bottom of the page. I think I have seen them at TSC also.

You could also make them easily, just make sure it does not touch the wiper seal and only contacts the end cap.

FYI - You can do the same thing on the extend side, you just have to put the collar on the rod inside of the cylinder. This is sometimes done on production cylinders so nothing new.

Why not just add a stop point on the grapple. When the grapple hits the stop point, the valve goes into relief.

I can't add a sleeve on the end of the cylinder because the surface would be angled to rod end and create binding. Also adding a stop might create bending.

I like the solution for going inside the cylinder where mating surfaces are flat.

Stroke controls can be either internal or external. Which do you want. The push out/extend can be limited by a bushing on the rod inside the cyl, or the pull in stroke can be limited by a sleeve on the outside of the cylinder rod.
