Welding can create all sorts of bad fumes, but while the fumes from zinc galvanizing will make you feel very ill, there is no long term effects.
But you can never tell what might be on used steel, so you should weld it with caution regarding smoke/fumes.
Be very careful with cadmium plated, or stainless steel.
