I thought you were talking about chumming. Years ago after they retired, my mom and dad went camping at Lake Billy Chinook and went fishing for kokanee. They came back bragging that they were catching fish continually while nobody else on the lake was catching much.

"We took good care of the fish," bragged my dad. "We cleaned them right there on the boat."

"What did you do with the guts?" I asked.

"Just threw them in the water."

I explained that was known as chumming, and was illegal. No wonder every fish in the lake was under their boat.

people cheat at anything and everything they think they can get away with...probably be surprised at how many do get away with it...!

fish tourneys every once in a while are catching more than fish.
I remember a big (for CT) fish tourney in Hartford, one team were caught taking fish out of a cage of some sort holding some biggins.
Tourney officials were made aware before the beginning and were there to catch them in the act.

I believe there was a $5000 prize involved... that can make a lot of people a bit shady.

I remember that happening one year at the National Tournament, for high schoolers, in Florence AL.
My son was fishing in it and they noticed people in boats watching them with binoculars. Turns out a team was getting fish out of cages placed in various spots.
Nothing publicly was said but you knew who it was by the disqualified ranking.

In my local area there was always a "Pike" fishing contest, to get rid of this invasive fish. Well it didn't take the lowlifes very long to figure out you could get Pike someplace else and win the $600 prize for most caught. Then, there was one year a single Pike was tagged, and worth $10,000 if caught. For some reason, no one kept good records for how, exactly, this fish was tagged. And the person in charge of tagging had disappeared. So there were many entrants that found a tagged Pike - it had something on it, that resembled a tag. And there was a bit of confusion. No one knew what the single, real tagged, fish was. I remember that they split the reward evenly to all the folks that presented a tagged fish, no matter how sketchy it was. :)

I found an old hand crank phone at the scrap yard. Brought it home. My mother stopped by and I showed it to her.

What are you gonna do with that old thing?

I put it to my ear, turned the crank, saying CALLING ALL FISH, CALLING ALL FISH.

When there was a large fertilizer spill in Iowa, I had thought that Iowa and Missouri should have legalized dynamite fishing downstream of the spill for a couple of days.

Might as well catch as many fish as one can before they became contaminated.
