It will never be empty, because first it must be 1/2 full, and then use 1/2 of that; it always must use 1/2 of what is left, thus it will never reach empty. 1/2, 1/4,1/8,1/16,1/32.........

If this results in a divorce, then they will have to split the 70 into 2 35s. Even my dogs would draw the line on that. And using degree-days while ignoring degree-nights will result in excess inventory. I believe King of the Hill addressed this problem.
