Check oil level on Farmall Cub

Can someone tell me if dip stick is supposed to be all the way in to check oil level on Farmall Cub? Someone told me it is not supposed to be all the way in.....

The dip-stick is attached to the fill cap. To get a true reading you must push in the cap until it bottoms on the tube it fits over.
