Is anyone an expert on checking the Kawasaki Ignition Coils with a VOM?

I have been told this is unreliable, and some swear by it.
These are the JD AM120732 coils, with the M88905 Spark Plug Cap.
(Kawasaki #'s 21121-2083 & 21130-2060)
The primary on 3 coils of mine are reading 4.0 ohms, and the secondary ~ 15K ohms, both OK per this sheet.
The problem I am having is reading from the primary tabs OR the secondary lead to case ground.
I get this strange 4 meg and 9 meg reading and it slowly climbs up to 6 or 11 meg in about 30 seconds.
Here I read that it should be open. (Infinite)
Do I really have THREE bad coils?
I am using a Fluke 77 multimeter.
