could it be possible that there might be an air leak on the suction side of the fuel system ?

just thinking out loud, and trying to keep my mind OFF of jugs ! :cool2:

I never thought of that I'm not sure but a **** good point I'm gonna put it back together and see what happens its either gonna run or blow up here r a few pick of my internals

Ok, in the upper pic I see the mechanical governor, lower pic reveals the single fuel injection pump.
Aside from a a possible air leak as Bladehauler suggests, make sure the fuel is meticulously clean. There could be debris in the tank causing starvation. Does it have one of those in-line fuel filters?

I do have an inline filter I'm gonna replace it and prime it and see what happens I'll keep u guys posted thanks for all your help

If the inline fuel filter is for gasoline it is most likely rated at 20 microns which is not fine enough for diesel use.
Most diesel filters are 10 to 15 microns or smaller and have a sediment bowl for water & larger contaminates.
