How much rebar are you planning on cutting ?? For a small amount I'd grab a right angle grinder with a metal cut-off wheel....fast and simple. For a bunch ( business use ), I'd maybe consider a manual re-bar shear/bender. If you have a truck with a receiver hitch and a ball mount installed, this makes a handy bending jig !!!

Wouldn't a big bolt cutter from Harbor Freight do a quick and clean job with minimal expense?

Rebar is pretty soft stuff.

I use Chet's approach-the hot wrench is much more fun to work with, at least for rebar.

I tried a sawsall (recip saw). broke two blades doing a half dozen cuts. Next used angle grinder. It takes a half minute per cut but works. Guy down the street says the fastest way to cut rebar is with those long handle bolt cutters. The one with the replacable blades ... You chew the blades up pretty fast he says so need to carry spare blades.
