Gift cards for stores and don't forget restaurants, too. Batteries, warm socks, a couple lottery tickets.
We have a candy factory in town and they sell "almost perfect" high-end chocolates. They look funny, but taste great and are usually 1/3 the price of normal or less.... my wife and I go for quantity of taste Vs quality of looks. For example, last year we found a 20 pound box (yes, that's twenty) of dark chocolate covered cherries for $10.00!!! (yes, that's ten dollars). Normally $18.00 per pound, it would have been $360.00. Ten bucks! We froze it in half-quart bags and it took us a year to eat it all!
Anyhow, we both love it and have told friends and relatives to by us the defect candy.
I used to have lots of brother-in-laws (some died, others divorced). One year I got them all small flashlights. Next year, medium flashlights. Next year HUGE stinking bazillion watt flashlights. One year I got them all cheap multiple clamp sets from Harbor Freight. Like 20 clamps in a pack. Very handy, yet inexpensive. I got them all tool bags one year. Plenty of stuff that's handy yet under $20.00.
Multi-bit screwdrivers to keep in the car. Those 3' long thumb operated grabbers for when you drop stuff behind a tight space. Magnet sets. One year I found $29.00 electric chainsaws.... but my brother-in-laws are not mechanically inclined and I thought they might hurt themselves, so I passed on those!
