Sounds like it could be all the things stated here. Cold Hyd fluid don't help but that should get better as you run it. Do you keep it in a heated place?? How many hours are on the fuel filter??? There are a lot of fuel conditioners but I use "real" diesel fuel in the winter, no Bio stuff and have found 911 to be the best all year round additive. But that is just me. Others may have better or worse ideas. Good luck. Best answer is a heated shed!

You've got one of two likely things happening.
1. fuel gelling that gets thawed when you apply heat to the fuel bowl with your hair dryer.
2. A restriction in your fuel tank, lift pump, or fuel filter in the bowl.
I say this because you loose engine RPMs when lifting a heavy load, so it is likely you have a restricted flow of fuel under this load condition and thus loose power.
I would change out the fuel filter first, and before starting the engine, also remove the cover of the lift pump to clean out anything that might be blocking it's proper function. Then start the engine and see what the results are.
Stop guessing and do something to change the symptoms/solve the problem. You don't need ice to restrict flow, regardless of how much additive you use, you can still have a restriction or clogged fuel filter. Any temp below 32 IS freezing, and if ambient is 32 or below your fuel system is likely lower.

Thanks for all the suggestions.

Today I dumped out the fuel bowl and filter. The filter seemed a bit gelled and also crushed inwards. I tossed it and tried to replace it with the recommended NAPA part, which was a hair too big to fit into the fuel bowl. By bending and prying I got it to fit, but it may also be a bit too tall. Regardless, machine ran fine afterwards, however temps were in the 50s so it's too early to call if that solved things.

Will call MIE tomorrow and order some OEM filters that hopefully fit better..

Had the same problem, see the picture below, seems the previous owner failed to remove the top from the filter in a previous change so the new filter would not fit on without crushing it some.. Take the bowl and filter off and look up at the housing...

Crushed innards is a pretty clear indication of a fuel restriction at the filter.

I once owned a Datsun 240Z with a recall-installed electric fuel pump in a rear wheel well. That car would sometimes slow to a crawl but then run fine (for a while) after being shut off and restarted. The problem turned out to be the filter (in that boost pump) that got clogged with silt that got stirred up from driving. The silt was held against the filter by pump pressure until I shut the engine off; then it dropped back to the bottom of the camber (only to get stirred up again next time). It was a 100-plus degree day driving across Texas (moving from FL to CA) when I was forced to diagnose this.

Check to be sure the metal top of the old filter is not still in place. I had a fitting issue too once and I found the filter had come apart when taken out and the top was still there. Very hard to see, so look close.

Got my OEM fuel filter from MIE yesterday. It measures 30mm in diameter by 85mm tall. The Napa "replacement" part measures 31mm in diameter and 87.5mm tall. So no wonder it doesn't fit easily into my fuel bowl... Also, the hole on the end cap looks to be of a slightly different diameter too -- did not measure that.

edit: the Kioti part # is 76KD-10331. I won't give the Napa # since that part does not fit well, at least on a 2007 Ck20s :).

A couple weeks ago I dumped the fuel bowl and replaced the filter (with the NAPA part that doesn't quite fit). Today we had a high of 18F degrees so it was a good day to test if that solved the problem. I'd had the tractor on the block heater for a couple of hours and it started right up. Everything seemed good moving buckets of firewood until, again, 20 minutes in it loses power as before.

Next up is draining tank, replacing fuel filter with Kioti OEM filter, and popping cover off lift pump to inspect/clear debris - but that'll have to a wait for a somewhat warmer day...

Also check the fuel tank vent and for blockage in the fuel tank. (ice or debris)
In post #13 you said the filter looked jelled. Treat the fuel or replace it with a winter blended fuel.
